Do you remember that Cook County Ammunition Tax?

Yeah, the one that Guns Save Life has filed a lawsuit challenging its constitutionality in Guns Save Life v. Ali?

The same Cook County Commissioner who gave us that glittering jewel of gun control – CHICAGO DEMOCRAT RICHARD BOYKIN – has brought another proposed legislative item before Cook County government that will effectively ban firearm sales in Cook County, IL.

It’s a requirement that in order to buy or sell a firearm, you must provide proof of a type of insurance that doesn’t exist.

Why?

It is being sold by CHICAGO DEMOCRAT Richard Boykin as a way to reduce violent crime in Chicago.

Mr. Boykin conveniently ignores the fact that violent predatory criminals cause crime, not guns.

He says there are “too many guns” in Cook County.

How about this:  In Florida, almost one in five adults has a concealed carry licenseFlorida also currently has the lowest recorded level of firearm violent crime(So much for COOK COUNTY DEMOCRAT Richard Boykin’s “too many guns causes crime” meme, right?)

What does Florida have besides warm weather, sunny beaches, palm trees and one in five people carrying guns?  They have 10-20-Life and they use it.

Possess a firearm in the commission of a violent crime, get 10 extra years.  No plea bargains.  No parole.  No probation.

Fire said firearm in commission of a violent crime and you’re gone 20 years on top of the crime’s sentence.

Hit someone with that gunshot and it’s 25- to Life.  Hard time.

Instead of practicing “Catch and Release” when it comes to violent crime – along with blaming the law-abiding gun owners, perhaps Chicago politicians should try putting violent offenders behind bars.

The 17-year-old, pictured bleeding out on the floor (you could see his face), had been arrested thirty-plus times on charges up to and including armed robbery, according to our sources.

The 15-year-old had been arrested at least three times, if not more.

Chicago’s violent crime is exploding this year.  Homicides are up 125% thus far this year and shootings are up 218% over the same time period in 2015.  Gun arrests and gun confiscations are both down about 35% from last year.  All of this per DNAInfo.com.

Second City Cop reports that police investigatory stops in Chicago are down 80% from last year.  It’s not just Chicago.  Cook County Jail admissions – for arrests made in the entire county – are down from roughly 250 per day to 60-70.

What’s more, in a desperate bid to save money, Cook County is letting people subscribe to Electronic Home Monitoring instead of holding them in the Cook County Jail.  Something like just shy of 4,000 people are out on monitoring, and they don’t have enough staff to monitor them.  Translation:  They can pretty much come and go as they damn well please to commit more crime without worry that they’ll be returned to jail.

No, instead of putting violent Democrat voters in prison to protect everyday Illinoisans, Cook County Commissioners want to protect the violent criminals.

PROPOSED ORDINANCE

PROHIBITIONS ON SALE OF FIREARM TO, AND PURCHASE OF FIREARM BY, A PERSON NOT COVERED BY APPROPRIATE LIABILITY INSURANCE

BE IT ORDAINED, by the Cook County Board of Commissioners that Chapter 54- Licenses, Permits and Miscellaneous Business Regulations, Article III.- Deadly Weapons Dealers, Division 3.- Firearm Transfer Vigilance Procedures and Firearm Safety, Prohibitions on Sale of Firearm to, and Purchase of Firearm by, a Person not Covered by Appropriate Liability Insurance, Section 54-186 be enacted as follows:

Sec. 54-186. Prohibitions on sale of firearm to, and purchase of firearm by, a person not covered by appropriate liability insurance.

(a) It shall be unlawful for a person to purchase a firearm in Cook County unless, at the time of the purchase, the purchaser presents to the seller proof that the purchaser is covered by a qualified liability insurance policy.

(b) It shall be unlawful for a person to sell a firearm in Cook County unless, at the time of the sale, the seller verifies that the purchaser is covered by a qualified liability insurance policy.

(c) It shall be unlawful for a person who owns a firearm in Cook County purchased on or after the effective date of this ordinance not to be covered by a qualified liability insurance policy.

(d) Exemptions.

(1) The foregoing paragraphs shall not apply to the purchase or sale of a firearm for the use of municipal, county, state or federal law enforcement.

(e) Definitions.

In paragraphs (a) through (c), the term ‘qualified liability insurance policy’ means, with respect to the purchaser of a firearm, a policy that:

(1) Provides liability insurance covering the purchaser specifically for losses resulting from use of the firearm while it is owned by the purchaser; and

(2) Is issued by an insurer licensed or authorized to provide the coverage by the Illinois Department of Insurance.

(f) Any purchaser or seller found in violation of this section shall be fined not less than $2,500.00 and not more than $5,000.00.

Effective date: This ordinance shall be in effect after a period of six months beginning with the date of this section’s enactment.

  1. I’m really sure the drug dealers and pavement apes are going to run right out and buy liability insurance to cover them for liability in case they shoot someone with their unregistered probably stolen weapon.

  2. You can’t reason with someone like this. All you can do is defeat them.

    We need to stay engaged.

  3. Elections matter. Cook County deserves the representation they elect.

    Too many people there have a nice, solid slave mentality. It’s *almost* like many of them LIKE living on a slave plantation!

  4. Another fool with the magical thinking idea that there is some way of constructing laws that will somehow affect (sub)human behavior to a degree that renders them unable to hurt the rest of us. Never gonna happen, there is no magical number of laws that will change the behavior of evil people.
    Real understanding of how people act and react is hard work Boykin has never performed. He creates this nonsense proposal to impose even more regulations on responsible gun owners, but his reach exceeds his grasp.
    Please understand his position as a lowly politician. He can make this proposal and offer it as proof he is ‘doing something about crime’… while doing nothing of substance. To follow the Florida model as illustrated, would result impact the sons and cousins of lot and lots of voters that keep Boykin in that office.
    Bottom line: Lot’s of proposals, but none that will really matter, and thats exactly the outcome he seeks.

  6. Just another black Democrat playing the blame game. He can’t blame the people, his people, black people, who are responsible for the majority of the gun related violent crimes. That would be cutting his own throat. And of course he can’t push for harsher sentences for gun related crimes because again, same people his people. Blaming those that are actually responsible wouldn’t make any sense at all. And as long as black folks want to play this shell game their body count will continue to rise. I just hope the innocents don’t number too high. Get ready Chicago, its going to be a blood bath. But by all means, let blame a piece of metal instead of the savages using them to kill, rob, rape and turn our community into a place of fear. I am tired of it. Take responsibility for your lives, you are accountable for your actions.
