Second City Cop shared a rumor that none other than Cook Co. State’s Attorney, about to “retire” at the end of her term, will take over the COPA – aka the Civilian Office of Police Accountability.
And it’s a Hell of a rumor:

If true, arrest numbers better hit zero in short order.
